Section 6-30.06 Composting

The purpose of this Section is to promote the recycling of green grass clippings and other miscellaneous yard wastes through composting, and to establish minimum standards for proper compost maintenance and operation.

(A) Maintenance of Compost Operation

All compost operations shall be maintained using approved composting procedures to comply with the following requirements:

1. All compost piles shall be enclosed in a free standing compost bin no taller than five (5) feet.

2. All compost piles and bins shall be so maintained as to prevent the attraction or harborage of rodents, other animal pests or insects.

3. All compost piles and bins shall be so maintained as to not prevent odors which will annoy or disturb persons of normal olfactory sensitivity.

4. All compost piles and bins shall be so maintained as to not prevent a blighting influence on the surrounding properties or the Village in general.

5. All compost piles and bins shall be located not less than three (3) feet from a property line or dwelling.

6. No compost pile or bin shall be located in any yard except a rear yard. In the case of a corner lot, a compost pile or bin shall not be located less than ten (10) feet from the property line adjacent to a public street in the rear yard.

The violation of the above provisions shall be cause for the Brown Deer Building Inspector to deliver written notice of such violation. Such written notice shall provide fifteen (15) days for the correction of such violation. Upon expiration of said fifteen (15) days, if said violation has not been corrected the Building Inspector is hereby empowered to issue a municipal citation in accordance with Section 6-30.14 of this Article, and may cause the violation to be corrected at the cost of the violator.

(B) Materials Acceptable in a Compost Pile or Bin

1. Permitted ingredients in a compost bin shall include, in appropriate quantities:

(a) Green Grass Clippings;

(b) Yard Waste;

(c) Raw vegetable and fruit scraps;

(d) Horse, sheep and cow manure;

(e) Commercial compost additives;

(f) Coffee grounds and tea leaves.

2. No compost bin shall contain any of the following:

(a) Lakeweeds;

(b) Cooked or uncooked food scraps or oil and grease;

(c) Fish, meat, dairy products or other animal products;

(d) Carnivorous manures;

(e) Large items that will impede the composting process.

(C) Owner Responsible

Every Owner or operator shall be responsible for maintaining all property under his or her control in accordance with the requirements of this section.
