AUGUST 7, 2000 MEETING MINUTES
HELD AT THE BROWN DEER VILLAGE HALL
4800 WEST GREEN BROOK DRIVE
The meeting was called to order by President Wolfgram at 7:30 P.M.
I. Roll Call
Present: Village President Wolfgram, Trustees: Krueger, Kundinger, Moranski, Nealy, Schilz, Schneider
Excused: None.
Also Present: Russell Van Gompel, Village Manager; Todd Schmidt, Assistant Village Manager; William Dineen, Village Attorney; Virginia Goode, Park & Recreation Director; Chad Dallman, Park & Recreation Supervisor; Peg Duehring, Administrative Assistant – Park & Recreation; Kelly Ruck, Part Time Clerk-Typist
II. Persons Desiring to be Heard
Lois Dolan (6667 West Floral Lane) complimented the Park and Recreation Department staff for their Summer programs.
III. Consideration of Minutes: July 17, 2000 Regular Meeting
It was moved by Trustee Krueger and seconded by Trustee Moranski to approve the July 17, 2000 regular meeting minutes. The motion carried unanimously.
IV. Unfinished Business
None.
V. New Business
A) Set a Public Hearing for a Conditional Use Permit to Brisben Companies
It was moved by President Wolfgram and seconded by Trustee Nealy to schedule a public hearing for a Conditional Use Permit request by Brisben Companies on August 28, 2000 at 7:00 PM in the Brown Deer Middle School Cafeteria. Trustee Kundinger asked for clarification regarding the scheduling of action on the Conditional Use Permit. Attorney Dineen noted that the hearing is before the joint Village Board and Planning Commission. The Planning Commission, after the hearing, may make a recommendation to the Village Board, and the Village Board may, if it desires, take action at that time on the matter. The motion carried unanimously.
VI. Departmental Report - Park and Recreation Department
Virginia Goode, Park and Recreation Director, presented the park and recreation departmental report. She discussed the activities of the departmental staff. A slide show of the summer program activities was presented. She discussed the various Park and Recreation Department programs, including pond activities, tennis, summer music, summer playground, softball, gymnastics, and others. She presented and discussed a packet of information and statistics regarding the department programs and activities.
VII. Committee Appointments
The Village President appointed George Arnold to the Library Board.
It was moved by Village President Wolfgram and seconded by Trustee Schneider to confirm the appointment of George Arnold to the Library Board. The motion carried unanimously.
Trustee Schneider asked that information be provided in advance regarding appointments for the Board’s consideration.
VIII. Administrative Report
Mr. Van Gompel reported that a CDA meeting will be held on August 28, 2000 to consider the use of TIF funds for the Bradley Village Shopping Center. He noted that no additional change in zoning or land use is required to convert the shopping center to a business center. However, if the CDA assists in financing, those matters must appear before the Planning Commission and Village Board.
The Holiday Inn Express constructed a sign at their location, and will be making landscaping improvements to enhance the site.
Trustee Schneider asked if there will be an open house for Algonquin Manor. Mr. Van Gompel said that he is unsure, but noted that tenants are beginning to move into Algonquin Manor.
IX. Recess into Closed Session pursuant to ' 19.85(1)(g) Wisconsin Statutes for the following reasons:
g) Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to be become involved.
Closed session was not held.
X. Reconvene into Open Session for possible action on Closed Session deliberations
Closed session was not held.
XI. Adjournment
It was moved by Trustee Moranski and seconded by Trustee Nealy to adjourn at 8:20 P.M. The motion carried unanimously.
