DECEMBER 4, 2000 MEETING MINUTES

HELD AT THE BROWN DEER VILLAGE HALL

4800 WEST GREEN BROOK DRIVE

The meeting was called to order by President Wolfgram at 7:30 P.M.

I. Roll Call

Present: Village President Wolfgram, Trustees: Krueger, Kundinger, Moranski, Nealy, Schilz, Schneider

Excused: None.

Also Present: Russell Van Gompel, Village Manager; Todd Schmidt, Assistant Village Manager; William Dineen, Village Attorney; Marty Glodoski, Water Utility Superintendent; John Graeber, Captain of Police (7:40); Dave Berousek, North Shore Fire Department Chief

II. Persons Desiring to be Heard

Trustee Schneider, Moranski, Nealy and Wolfgram made separate statements regarding their votes on the matter of granting a conditional use permit for Brisben Companies.

Toni Markiewicz (8237 North 44th Street) clarified that the property for the Brisben development has been zoned R-4, which includes a variety of possible uses in addition to multi-family housing.

Trustee Krueger announced that he will not be seeking a third term as Village Trustee.

III. Consideration of Minutes: November 20, 2000 - Regular Meeting

It was moved by Trustee Nealy and seconded by Trustee Moranski to approve the November 20, 2000 regular meeting minutes. The motion carried unanimously.

IV. Unfinished Business

None.

V. New Business

A) Liquor License Application - Courtyard by Marriott

It was moved by Trustee Nealy and seconded by Trustee Schilz to grant a Class "B" Intoxicating Liquor and Class "B" Beer License to Courtyard by Marriott and approve the appointment of Matthew J. Mills as agent for the Courtyard by Marriott located at 5200 West Brown Deer Road. The motion carried unanimously.

B) Village Board Meetings - 2001 Tentative Date Schedule

Mr. Van Gompel reviewed the tentative date schedule for 2001 Village Board meetings.

VI. Departmental Report - Fire Department

Chief Dave Berousek, North Shore Fire Department, presented a video which introduced and summarized the operation and services of the department. He further discussed the organization development, insurance ratings, budget, and departmental statistics.

 

VII. Administrative Report

Mr. Van Gompel reported that the Village received additional assessment information from the state last week, and used the information to provide a tax rate estimate. He said that upon receiving assessment certification, the final tax rate will be updated. Work to repair the Churchill Detention Basin is scheduled to begin this week. The Personnel Committee will be meeting on December 5, 2000 to interview a candidate for the position of Community Development Director.

VIII. Recess into Closed Session pursuant to ' 19.85(1)(g) Wisconsin Statutes for the following reasons:

g) Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to be become involved.

It was moved by Trustee Schneider and seconded by Trustee Moranski to recess into closed session pursuant to ' 19.85(1)(g) Wisconsin Statutes for the reasons stated in the agenda at 8:09 P.M. The motion carried unanimously.

IX. Reconvene into Open Session for possible action on Closed Session deliberations

It was moved by Trustee Moranski and seconded by Trustee Nealy to reconvene into open session for possible action on closed session deliberations at 9:29 P.M. The motion carried unanimously.

X. Adjournment

It was moved by Trustee Nealy and seconded by Trustee Moranski to adjourn at 9:30 P.M. The motion carried unanimously.
