FEBRUARY 5, 2001 MEETING MINUTES

HELD AT THE BROWN DEER VILLAGE HALL

4800 WEST GREEN BROOK DRIVE

The meeting was called to order by President Wolfgram at 7:30 P.M.

I. Roll Call

Present: Village President Wolfgram, Trustees: Krueger, Kundinger, Moranski, Nealy, Schilz, Schneider

Excused: None.

Also Present: Russell Van Gompel, Village Manager; William Dineen, Village Attorney; Arnie Gutkowski, Library Director

II. Persons Desiring to be Heard

None.

III. Consideration of Minutes: January 22, 2001 - Regular Meeting

It was moved by Trustee Moranski and seconded by Trustee Nealy to approve the January 22, 2001 regular meeting minutes. The motion carried unanimously.

IV. Unfinished Business

V. New Business

A) Petitions for Recall and Special Election

Mr. Van Gompel reported that he received petitions to recall Trustees Schneider and Moranski on January 2, 2001. Per statutory requirements, he has issued a certificate of sufficiency dated February 2, 2001 for each petition. Candidates, except for incumbent office holders, must file nomination papers and Declaration of Candidacy by 5:00 PM on February 13, 2001, specifying which office holder they are opposing. Attorney Dineen noted that the Village Board is required by State Statutes to set the special election.

It was moved by Trustee Kundinger and seconded by Trustee Krueger to accept the certified petitions and to set March 13, 2001 for the Special Recall Election. Trustee Schneider noted that the appropriate rules have been followed with respect to circulating and certifying the petitions. President Wolfgram discussed his disappointment with the recall petition effort. Trustee Nealy said that the Village Board will continue to work together for the good of the community. Trustee Schilz encouraged residents to focus on the positive characteristics of the Village. The motion carried unanimously.

Trustee Schneider announced that she will be a candidate to fill her seat on the Village Board and intends to serve out her term as Trustee unless directed otherwise.

B) Resolution No. 01-, "Designating Village Hall as the Common Polling Place for the March 13, 2001 Special Recall Election"

Mr. Van Gompel noted that designating a common polling place has not been done in the Village in the past. The drafted resolution is patterned after a resolution used by the City of Glendale, which commonly consolidates polling places. He said that managing the March election efficiently would be provided by consolidating the polling site, however it may lead to some confusion regarding where people should vote in the future. Additional signage will be posted at the other polling locations and notices will be placed in the Brown Deer Herald.

It was moved by Trustee Nealy and seconded by Trustee Schilz to approve Resolution No. 01-, "Designating Village Hall as the Common Polling Place for the March 13, 2001 Special Recall Election". The motion carried unanimously.

VI. Departmental Report - Library

Mr. Van Gompel congratulated the Brown Deer Public Library, Mr. Gutkowski and the Library Staff for achieving a national ranking of second in the nation for communities of similar size. Arnie Gutkowski, Library Director, presented the Brown Deer Public Library Departmental Report. He discussed the basic purposes and functions of public libraries, including the provision of printed materials, research functions, and the integration with electronic media and information technology. He presented circulation and usage figures for 2000. He discussed the recent agreement reached for the Milwaukee County Federated Library System. Trustee Krueger asked if long-range planning will be taking place regarding library services. Mr. Gutkowski noted that he will be undertaking a planning effort in the near future. He discussed the current technologies used and being considered by the library.

VII. Administrative Report

Mr. Van Gompel reported that Brisben Companies have moved forward with their application to WHEDA, and provided the Village with a local official notification form as required by the application. As Village Manager, he acknowledged receipt of the notification. He noted that Brisben's application has been modified to 58 market rental units and 102 set aside units.

Mr. Van Gompel reported that Dana Weber has accepted the position of Deputy Treasurer/Comptroller, and will begin her duties on February 19th.

Mr. Van Gompel reported that the State has agreed that the intersection at Schroeder Drive and Green Bay Road warrants traffic signals, however the frontage road access must be addressed. He will be meeting with the River's Edge Condominium Association to consider the options, and refer the item to the Traffic and Public Safety and Finance/Public Works committees.

Trustee Kundinger requested that the Village Board consider a goal-setting session to plan for upcoming issues.

It was moved by Trustee Schneider and seconded by Trustee Moranski to adjourn at 8:20 P.M. The motion carried unanimously.
