JANUARY 8, 2001 MEETING MINUTES
HELD AT THE BROWN DEER VILLAGE HALL
4800 WEST GREEN BROOK DRIVE
The meeting was called to order by President Wolfgram at 7:30 P.M.
I. Roll Call
Present: Village President Wolfgram, Trustees: Krueger, Kundinger, Moranski, Nealy, Schilz, Schneider
Also Present: Russell Van Gompel, Village Manager; William Dineen, Village Attorney; Steven Rinzel, Chief of Police

III. Consideration of Minutes: November 27, 2000 - Special Meeting
December 18, 2000 - Regular Meeting
It was moved by Trustee Nealy and seconded by Trustee Krueger to approve the November 27, 2000 special meeting minutes. The motion carried unanimously.
It was moved by Trustee Moranski and seconded by Trustee Schneider to approve the December 18, 2000 regular meeting minutes. The motion carried unanimously (Trustee Nealy abstained).

V. New Business
A) Draw Candidate=s Names for Ballot Placement
The Village Manager placed the candidates names into a box and Glen Plank drew the following names and order for Village President: Margaret Jaberg, Duane Wolfgram. For Village Trustee, the following are the names and order for ballot placement: Toni Markiewicz, Jeff Baker, Yvonne Nealy, and Mark Askew.
VI. Administrative Report
The Village Manager reported on the two new employees who began their employment with the Village on January 2, 2001. Beth Sleeth began as Account Clerk and Erica Petras as Administrative Assistant in Public Works. He also reported that the Village’s Web Page is now available. Finally, he stated that the Village has received a notice that NorthStar Print Group was purchased by Kubin-Nicholson Corporation and that they will be closing the Brown Deer facility in March 2001.
VII. Recess into Closed Session pursuant to '19.85 (1) (c) (e) (g) Wisconsin Statutes for the following reasons:
(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.
(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session.
(g) Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved.
It was moved by Trustee Moranski and seconded by Trustee Schneider to recess into closed session pursuant to ' 19.85(1)(c), (e), and (g) Wisconsin Statutes for the reasons stated in the agenda at 7:40 P.M. The motion carried unanimously.
VIII. Reconvene into Open Session for Possible Action on Closed Session Deliberations
It was moved by Trustee Moranski and seconded by Trustee Schilz to reconvene into open session for possible action on closed session deliberations at 8:54 P.M. The motion carried unanimously.
IX. Offer of Employment for Community Development Director=s Position
It was moved by Trustee Krueger and seconded by Trustee Nealy to authorize the Village Manager to extend the mid-point of Pay Grade 7 when making a conditional offer of employment to the candidate discussed in closed session for the position of Community Development Director. The motion carried unanimously.
It was moved by Trustee Krueger and seconded by Trustee Moranski to grant this candidate credit for eight years of prior work experience for the purpose of vacation accrual. The motion carried unanimously.
X. Approve Legal Services for Attorney William Dineen
It was moved by Trustee Schneider and seconded by Trustee Moranski to approve an Independent Contract with William Dineen for legal services with all of the existing terms except for the increase in the per hour amount to $115 and the maximum annual cap of $65,000. The motion carried 6 –1 (opposed Trustee Kundinger).
XI. Adjournment
It was moved by Trustee Nealy and seconded by Trustee Schneider to adjourn at 9:05 P.M. The motion carried unanimously.
